In 2000, Finland’s Competition and Consumer Agency, or KKV, imposed a milk quota on the dairy cooperative Valio, requiring it to supply its competitors with 185m liters of raw milk or components per year.

On June 10, 2019, the KKV announced that it will change Valio's sales obligation. The quota allocated to trade groups for the production of own brands will be abolished and the total quota will be phased out from January 1, 2020.

In 2020, the quota will be 125m liters and, from 2021 onwards, 100m liters.

Valio said the decision is a good one considering the Finnish dairy market situation has changed substantially in the years since the quota was set.

The gradual reduction of the quota at an annual level of 100m liters gives quota milk customers the opportunity to adapt their own operations, Valio general counsel Saara Vahvaselkä said.
